Zlatan is a Hrothgar in Gangos. Zlatan isn't a vendor in the same way Jalzahn is for the ARR Relic Weapons and Gerolt is for Stormblood's Eurekan Weapons. Rather, like Ardashir in Heavensward, each step is a repeatable quest and the relic is a reward directly from the quest.
