Isse Shibunuri is a Hyur found in Yanxia. He was first introduced during the main story of the Stormblood expansion, and plays a major role in several main story quests involving his home village of Namai.

Lore

"When you come back, we'll finish what we started. We'll beat the imperials and we'll win our freedom!"

A native of Namai, Isse lost his mother and father in the previous Doman uprising. Though they maintained a facade as upstanding members of the village, in truth they fought for the Liberation Front and ultimately died in battle. Before his parents' lifeless bodies, Isse was beaten and forced to swear obedience to the Empire--a traumatic experience which left the young Hyur deeply scarred. Through his meeting with the Warrior of Light and [his/her][1] comrades, however, he would find a way to overcome the past. While leadership runs in his blood and he is exceptionally mature for his nineteen summers, Isse is known to suffer from youthful bashfulness on occasion--especially where it pertains to a certain shinobi[2] he admires. Yet for all his flaws, he cannot be faulted for his dedication to his sister, Azami, for whom he would gladly give his life.
