Steps

• Speak with the paternal Mord.

• Speak with the paternal Mord again.

• Retrieve the twinkling gemstone.

• Deliver the twinkling gemstone to the Mord youngling.

Walkthrough

If you don't have flying in this region, if you select the gemstone when visible, and go on top of the boxes on the porch below it, you can retrieve the gemstone without jumping on the roof.

However, if you do wish to do this legitimately, before defeating Lightwarden and before gaining flight, then simply use Company Chocobo and jump (at full speed) from the nearby plank that is suspended over the cliff. The Company Chocobo or any mount, will easily get you to the roof top, even without requiring additional mount speed from region's riding map.

Using Sprint and your own two legs will not work, as you will always fall a hair short of the roof.

Paternal Mord: Hear my plea, noble traveler! 
Paternal Mord: My son was playing with his favorite gemstone and somehow it ended up on that balcony up there. I told him “If it is so precious, you should stop throwing it around like that,” but alas, my words fell on deaf ears!

Mord Youngling: It looked so pretty, spinning through the air! Oh, how it sparkled!

Paternal Mord: Enough of that, you fool! Ahem. As you can see, it is too high for any of us Mord to reach. We are simply not built for such acrobatics! 
Paternal Mord: I have a feeling you would fare better. This way, please!

Maternal Mord: My poor boy... What did he do to deserve such awful luck?

Mord Youngling: I would do anything to get my gemstone, but Mother says, “No jumping off of cliffs!”

Speaking with the paternal Mord again

Paternal Mord: With your strong legs, you should be able to reach the roof by jumping from that plank over there.
Paternal Mord: Though the endeavor may be fraught with peril, you must get my son's gemstone back, or I shall never hear the end of it!

Paternal Mord: You might need a burst of speed first, although there is much room on that plank. Do whatever it takes!

Paternal Mord (after retrieving the gemstone): The gemstone! Quickly, take it to my son before he suffers any longer!

Maternal Mord: You have the stone? Please, I beg you, give it to my boy!

Delivering the twinkling gemstone to the Mord youngling

Mord Youngling: Where is my gemstone!?

Mord Youngling: Ah! I thought I would never see it again! I am so happy!
Mord Youngling: Father gave this to me. See how it shines!
Mord Youngling: I wanted to see it twinkling from above, like a star!

Maternal Mord: But if you want to see stars, you need only look to the night sky.
