The Government of Ishgard went through various states.

The government form in the Holy See of Ishgard is a Theocracy. It is supported by the Synod.

Determination of Rulership

The archbishop is electedby a conclave of high-ranking clergymen and women and representatives of the Four High Houses of Ishgard.

Ruling Body

The Archbishop is mostly governing on his own and leading the Holy See of Ishgard. It's relationship with the people is split in two roles: "maternal" (church) and "paternal" (state)[1]. The decisions that the Archbishop makes are than carried out by the following factions:

  • Congregation of our Knights Most Heavenly, also known as the Temple Knights
  • The Supreme Sacred Tribunal of Halonic Inquisitory Doctrine
  • Various Dicasteries

For political support, the Archbishop turns to The Synod, which advises the Archbishop on matters of policy. It consists of seven bishops of the Saint Reymanaud's Cathedral[2].

Of the 7 bishops, only one is known[3].

Additional Information

For 1000 years the people of Ishgard believed that their people were guided by Halone to Coerthas, and by defeating Nidhogg and taking his eye were afforted long enough peace to built their city. They fended off dragons that would harm their nation.

The truth was that the Elezen's came to Coerthas rouhgly 1200 years ago after they were forced out of the Black Shroud. Faced with Hyuran aggression during the Great Hyuran Migration in the Sixth Astral Era the Elezens fled to the mostly uninhabitated Dravania, which was home to the great Wyrms and their brood. Though confrontations occured, the love between Saint Shiva and the Great Wyrm Hraesvelgr became a symbol of man and dragon to live in peace.

200 year later, King Thordan I craved the power that resided in the eyes of the great wyrms. He and his knights twelve hunted and slyed the great wyrm Ratatoskr, and after partaking of her eyes, gained powers that exceeded those of common men greatly. Nidhogg, Ratatoskr's brood-brother, was driven mad with rage and battled the king and his knights. For seven days and seven nights they fought, costing the King and six knights their life.

Haldrath and the remaining knights defeated Nidhogg by taking both his eyes. He left blinded and retreated, and later rally the Dravanians to make war on the Elezen once more. Haldrath became the first Azure Dragoon, relinquishing the throne, and 4 of the knights founded the High Houses of Ishgard, who joined hands with the clergy and established a new government to rule Ishgard[4].

After Thordan VII was defeated in Azys Lla, and with Aymeric being to interims leader of state, the truth was relayed to the people of Ishgard.

The government from of Ishgard is a parliamentary bicameral republic, with a House od Commons and a House of Lords. The Lord Speaker is the leader of the parliament.

The newly formed republic consist of a House of Commons and a House of Lords. It has a stricter separation of church and state than its predecessor.

Additional Information

Aymeric abolished the Theocracy following Nidhogg's defeat on the Steps of Faith, as one of his last acts as acting head of state. Once the House of Commons and House of Lords was established, he was elected their speaker, and therefore became officially the head of state of Ishgard[3].
