Harutsuge Sprag is caught in Shoal Rock, which is further to the north of the quest NPC. It is not available near the quest NPC!
It is only available while this quest is active, so it cannot be caught in advance.

• Bite: Harutsuge Sprag has a ! bite.
• Recommended bait:   Metal Spinner. The spinner greatly reduces the number of fish species that can be caught.
• Recommended   Surface Slap: Either of the other ! bites,   Grinning Anchovy or   Butterfly Fish. (Note: Surface Slap is a level 71 ability, so it is only available if the fisher is overleveled for this quest.)
