The government form of
The Sultanate is the government form for Ul'dah, yet it's ruling power lies with the Syndicate.
The Sultanate behaves like a monarchy, where the rulership lies within a family line and is inherit by birthright. The Ul Dynasty has been in charge for Ul'dah for nearly 480 years.
Members within the Syndicate are usually the wealthiest citizens of Ul'dah, and purchase their seat directly. There are only 6 seats on the syndicate. The syndicate are built of three factions:

Even though the sultanate is the ruling form, the true ruling power in Ul'dah lies with the syndicate. Since the Syndicate is made of multiple factions, with one trying to abolish the Sultanate and create a self-governed state, conflicts happen.
During
The Parting Glass, Nanamo announces to abdict the throne and make way for a republic. She wishes for the common people to have equal political power instead of only priviliged few, indirectly meaning to dissolve the Syndicate[1]. Spies revealed the plan to the monetarists, and stopped Nanamo's plans.
After Raubahn found Meriel, the former Lady-in-waiting of Nanamo, it is revealed that Lord Lolorito does not want for the government to be destablized, and therefore supports the sultana[2][3].
Following Ala Mhigo's liberation, Nanamo wanted to help the Ala Mhigan refugees in Thanalan to return home, and help the newly freed nation with trade. To faciliate a plan, she meets with Lord Lolorito on neutral ground[4]. After the meeting was successful and a plan has been made, Nanamo is confident in her rulership and releases Raubahn from his seat[5].
The Thalassocracy is the government form for Limsa Lominsa. It is enhanced by councilors elected by the Admiral.
Every seven years the new ruler will be determined by the Trident, a competion amongst the strongest of pirate crews. The winner is elected Admiral.
Members of the council will be nominated by the Admiral.
The current councilers of Limsa Lominsa are unknown or not officially named[1].
It is not know of any of the pirates are councilers, but the pirate crews of Limsa Lominsa still have some influence.

The conflicts with the Sahagin and the Kobolds is one of the major tasks Limsa Lominsa faces. During the Sixth Astral Era, Sahagin emerged from the sea, and the pirates of Limsa Lominsa agreed to a covenant with the Kobolds: "To men shall go the bounty of the sea; to kobolds shall go the bounty of the land.”[2]. Because details were lacking in this covenenat, the pirates took advantage of it and claimed the northern reaches of La Noscea for them, which angered the Kobolds, and constant conflict followed. The calamity took the spawning grounds of the Sahagin, so the conflict was enhanced as they claimed parts of La Noscea for themselves as well[3].
Since every new Admiral inherits powers over all of Limsa Lominsa, a change in leadership can mean drastic change for the city-state. The everyday proceedings are handled by the councilers[4].
Upon becoming Admiral, Merlwyb's first act was to abolish piracy. This should allow to strengthen ties with allies for the hardships to come, since she knew Limsa Lominsa cannot act against the Garlean Empire alone. Allowing for their vessels to be attacked by Lominsan pirates would make forging alliances difficult[5]. To lessen the impacts on the economy, privateering licenses could be obtained. The Bloody Executioners, for example, gained one to raid Garlean vessels[6], yet others are also allowed to raid Garlean vessels[7].
After passing the Galadion Accord, all pirate crews were bound to the Maelstrom, uniting all of the crews under Merlwyb's command.
Once the Scions of the Seventh Dawn found a cure for Tempering, Merlwyb hoped to bring peace between men and beastmen[8]. Yet the Bloody Executioners would stand against it. Garlean vessels have disappered from the seas of Vylbrand[9], so they found a new way for income: raiding the Kobolds of O'Ghomoro and stealing their crystals[10]. With Merlwyb's new appraoch to sign peace with the Kobolds, the Bloody Executioners would lose their way of income. To settle their differences, Sicard, the acting captain of the Bloody Executioners, challenges Merlwyb to a duel[11]. Hyllfyr intervenes, and with his words the Bloody Executioners agree to Merlwyb's plan to forge peace with the beastmen.
After curing 2nd Order Patriarch Za Da, Merlwyb apologies on behalf of Limsa Lominsa, and offers a trade with the Kobolds: Limsa would sell their wares across the seas, and in return would bring any ressources to the Kobolds. Not trusting her, Za Da refuses and tooks the pistol she offered him to take revenge on her, but he willingly misses the shot since he trusts Ga Bu, who vouched for them[12].
The Seedseer Council is the government form for Gridania. This council is currently lead by the Elder Seedseer, but usually has no distinct leader.
A Seedseer is a Padjal and are considered to be the strongest and greatest man or woman of their age. They are appoint by the eldest Elemental known as "The Great One". It is rare for more than one Seedseer to exist at a time.
The Seedseer Council usually don't have a leader, but in time of strive the Seedseer Council entrusted the leadership to Kan-E-Senna, until the danger is passed[1].
The Seedseer council is a forum for Hearers to share what they have learned from the Elementals and decide on matters of state. They are overseen by the Seedseers. In effect, the Council is the highest power in the land, and the arbiter of Gridanian law.
Hearers are distinguishable by their purple robes and hats, and can be found all over the Black Shroud.
While decisions are put to a vote, policies sometimes reflect the will of the Elementals more strongly than the opinions of the Hearers. Following the Seventh Umbral Calamity, this system has changed. Faced with the challenges of the Garlean Empire and rebuilding, Gridania could scarcely afford the time spent in debate. Therefore Kan-E-Senna was appointed leader[2].

The Government of Garlemald went through various states.
The government form of the Garlean Empire is a republican empire, since the Republic of Garlemald has become an empire with the crowning of Emperor Solus. The ruling body is enhanced by magistrates.
The rulership is determined by birthright among the imperial court.
The government body is a large bureaucracy, led by magitrates appointed by the emperor. The Senat which was the ruling body during the republican days, still serves as an adversary, and holds the power to remove the magistrates.
The members of the council are not known.
The government in Garlemald is still rebuilding, and is lead by community leaders and magistrates.
The current determination of rulership has yet to be decided. The current leader has not been elected and has received that seat out of necessity[1].

The determination of a leader is still unknonw. However, until the republic is formed, Lyse is considered the de-facto representative of the Ala Mhigan people, while Raubahn is the commander of the military forces, the former Ala Mhigan Resistance.
The ruling body has yet to be decided upon, but currently the village elders and beast tribe leaders of Gyr Abania are consulted[1].
