Monarchy of Doma
The government form of Doma is a monarchy, with the leader being the King of Doma. It was supported by an educated Samurai caste, though after the occupation the council consits of community leaders.
Determination of Rulership
Since its founding the rulership of Doma lies with the Clan Rijin. The rulership is determined by birthright.

Ruling Body
The king has the overall power, however it is supported by an educated Samurai caste. Those Samurai would live in Monzen[1]. To keep the King in check and prevent tyranny, the secret village of Shinobi-no-Sato was founded. The Shinobi there were trained to defend the king, but also to defend the throne from those that aren't worthy to rule.

After the occupation the council consists of people from the Doman Enclave and Yanxia. Following people are present when Lord Hien helds council in the Kienkan[2]:
