The government form of Radz-at-Han shows traits of a monarchy, though it is never called like that. The city-state is ruled by the satrap.
Determination of Rulership
Since the founding of the nation and city-state, Vrtra has been the true ruler. He was represented by a member of the Alzadaal dynasty, since he feared that his power would attract conflict[1]. Vrtra would appear with the help of a simulacrum[2] to his people. Currently, this is Varshahn.

Ruling Body
The administrative body of Radz-at-Han lies in the Meghaduta. The descendants of the first Alzadaal would become the public satrap[3][4], and clerks and officials would support him with the administration of the state. After Vrtra stepped up as true ruler of Radz-at-Han, and only when he is absent one of the Alzadaal family members would represent him.
Despite the appearance, the positions in the Magheduta administration are not herediatry - any citizen of Radz-at-Han can take part in the yearly qualification exam, but the acceptance rate is very low to unsure every official in the palace is sharp-minded and highly competent[5].

Palace officials and clerks are currently unknown. The family member of the Alzadaal dynasty to represent the satrap are known:
Ahewann's Nephew will take over the role of advisor to the Satrap. His name is unknown[6].
Additional Information
While Radz-at-Han is the name of the nation and city-state, Thavnair is the name of the landmass it resides on[7]. While the satrap possesses authority, he only uses his power sparingly[8], and mostly helps to mediate if problems arise[9].
In it's founding, the khan of the Alzadaal family seeked out the dragon that lived on top of Thavnair, and seeked his guidance to reunite the people that came to that island. Seeing that the khan didn't want a solution for only his race, but for all people that lived in Thavnair, he agreed to unite the people[10]. He would stop the conflict that quelled between the Matanga, the Au Ra and the Hyur and guide the people to found a new nation[11]. Since then, Radz-at-Han became a flourishing trading hub between the nations in the west and east, and advanced it's expertise in alchemy, textiles, stonecutting and sericulture. It was the only nation that was not invaded by the Garlean Empire during the Sixth Astral Era[12].
During the invasion of the Telophoroi, Radz-at-Han was put into a state of alert and all gates to the city-state remained closed. This included the aetheryte[13]. After the Final Days came to Thavnair and Radz-at-Han, the aetheryte becomes operational again[14].

During the siege of Alexandria on Tuliyollal, Koana arranged an alliance with Radz-at-Han. When the Alexandrians attack the city, Vrtra and and other dragons defend the city from airship strikes[15]
