The Statue of Zuiko is part of the Sightseeing Log for Stormblood.

Solution

Jump from top of "Kugane Tower" and land on lamp post to north of statue. (Video reference) A way of bypassing this is to use   Self-destruct as a Blue Mage and be resurrected by a player on top of the lamp post, although this requires one player to already be in position.
