Housing Lottery Clerk is an Elezen found in Empyreum. This NPC was implemented after a bug in the Player Housing lottery system caused some plots to initially have no winners due to the winning number being 0. After this was corrected, the correct lottery winners were awarded the plot but were still returned their initial deposit, which is usually given to lottery participants who did not win. As a result, this NPC was implemented to allow these players to voluntarily give back their deposit in exchange for Wall-mounted apology poster decorations. These posters are still available for normal purchase, so they now function as very expensive decoration items that cost the same as a plot of land.

Unless of course you're buying a poster purely for ornamental purposes, in which case I won't judge your extraordinarily expensive taste in home decoration.
