This fishing hole is inside the Mourn cave system. Casting from the Anyx Old statue doesn't work, it still considers you as casting in Mourn; rather, stand on the rock face near X: 18.9 Y: 10.7 Z: 1.3 and cast from there to fish in the Anyx Old fishing hole.
