Similar to other Cosmic Exploration project FATEs, this is a limited-time FATE per server.
For this upgrade, players will need to go to the roof by taking the elevators at (X:17.0, Y:24.4) or (X:18.7, Y:24.4), or by the stairs at (X:17.7, Y:25.6).
This mission completes Development Logs 16 and 17 in the Oizys Infrastructure Index, and concludes the Cosmic Exploration progression on Phaenna. This also unlocks 
Memory's Orbit.

With the reinforcements complete, the groundwork has been laid! Everyone take the elevator to the top so we can begin work at once!
Once the transmission tower is built and the Euhedron restored, we can finally rest easy in the knowledge that our work here had purpose!
