Walkthrough
As with all stealth quests, this may be easily completed without hiding behind any obstructions by simply following the NPC at maximum distance. "Maximum distance" is defined as the point where the NPC's nameplate begins to shrink from being out of range. You may find it useful to mark the NPC with a sign to better visualize the shrinking point. Also note that mounts are allowed in stealth quests.
Should you wish to complete this the intended way, take this slowly and note any upcoming large objects near the path (e.g., rocks, trees) as you will need to hide behind those.
Every time he stops, you need to be hiding behind something and wait for him to turn around. A text box will appear above his head when he stops, which is the cue he will turn around soon.
You will have a few seconds before he turns around after stopping and saying something. You can get very close to him.
This NPC has the following indicators:

For the second NPC to follow, he will only turn around once. Hide behind the large tree at (X:31.4 Y:35.8).
Using a job with mobility actions that do not require a target (e.g. dancer) can be helpful.
Steps
- Wait at the designated location.
- Defeat the bandits.
- Speak with Koana.
- Survey the area from the vantage point.
- Follow Wawkesa without being seen.
- Follow the shady Hoobigo without being seen.
- Speak with Koana.
