The Legacy Chocobo is the same chocobo that was known as the "personal chocobo" during Legacy. The personal chocobo eventually had barding functionality like the modern 
Company Chocobo, and was the first mount ever added, with Patch 1.19. There were no mounts at all when Final Fantasy XIV originally launched.
