There are 16! / (9! * (16-9)!) = 11,440 possible patterns for the seals, so there is a 24 / 11440 = .0021 or 0.2% chance of getting the three lines reward if you don't shuffle.
Shuffling the seven stamps to a valid pattern reduces this to 9! / (2! * (9-2)!) = 36 possibilities which improves the odds considerably, to 2 / 36 = .0555[1] or 5.55% chance of getting the three lines reward.
