Might want to note: you start receiving the tomestones of Astronomy and Aphorism at 90 as stated. However, Cihanti the vendor may not be visible. Reddit suggests you must complete the quest Endwalker. I can't yet confirm.

Additional Information:
Allagan Tomestone of Astronomy can also be earned from both Shadowbringers and Endwalker Hunts when on a level 90 DoM/DoW Job. Hunts in Shadowbringer zones provide 10 Allagan Tomestone of Astronomy per Hunt. Hunts in Endwalker zones provide 80 Allagan Tomestone of Astronomy per Hunt. It is possible for a player to cap Allagan Tomestones of Astronomy well before they unlock the required vendor, Cihanti, to spend them.
